He was born in 1962 in Ankara. He completed his undergraduate degree at Anadolu University, Department of Social Sciences. He worked as a civil servant in Çankaya Municipality and as a manager in the Contemporary Arts Center affiliated to this institution. After his retirement, he made translations from Ottoman Turkish for US Clark University for two years.

He carried out various studies on the history of cities and institutions, and the historical processes of local governments and central-provincial relations in Turkey. Apart from the above publications on city dates, he has articles and articles published in refereed/non-refereed journals and some internet sites. In recent years, he has focused on research on economic, social and societal issues in Ankara in the 19th and 20th centuries.
